Minority of minority party scores a victory?

The State Constitution does not allow bills to be heard in a House committee during the first 30 days of the legislature, and does not allow a vote on bills on the House floor for the first 60 days of the legislature.

The House can overrule that constitutional provision by a 4/5ths vote. They have done so every legislative year but one, until this year. In what some Democrats hailed as a "victory" the normal procedural rule was voted down, just missing the required 4/5ths. Why did they do it? Evidently just to embarrass the Speaker.
